      I express my heartfelt congratulations to Your Eminence on your election as Primate of the Russian Church Abroad. 

      On this great day for you personally and for the entire Church Abroad, accept our heartfelt and prayerful wishes for good health and the bountiful help of God, many blessed years of successful service in the high office of Head of the Russian Orthodox Church Outside of Russia. 

      The Kursk Diocese of the Russian Orthodox Church of the Moscow Patriarchate and the Russian Church Abroad are bound by many years of good relations. More than once was our Diocese visited by Metropolitan Laurus of blessed memory and by delegations of the ROCOR, one of which was headed by Your Eminence. We hope for the continued development of brotherly cooperation, and by your blessing, the visit in the near future of the Kursk land of our common Holy Icon, the Miracle-working Kursk-Root Icon of the Mother of God "of the Sign."
